Government Allows Import of Older Used Cars and Motorcycles Under New Policy

Pakistan Removes Five-Year Age Limit on Commercial Imports of Used Vehicles

The federal government has officially abolished the five-year age restriction on the commercial import of used vehicles, allowing importers to bring older cars, motorcycles and other vehicles into Pakistan. The decision, however, remains subject to existing import regulations, environmental standards and safety requirements.

The Ministry of Commerce confirmed the development through an office memorandum issued on October 30, clarifying that the restriction was withdrawn with effect from July 1, 2026. The move follows the government’s earlier decision under the National Tariff Policy 2026–27.

According to the memorandum, the Federal Board of Revenue (FBR) had approached the Ministry of Commerce on October 23, seeking clarification about the status of the five-year age limit after June 30, 2026. In response, the ministry confirmed that the restriction had been abolished in line with the federal cabinet’s decision.

The change applies to commercial vehicle imports covered under Pakistan Customs Tariff (PCT) headings 8702, 8703, 8704 and 8711, covering various categories of motor vehicles and motorcycles. The ministry has not introduced any replacement age limit, effectively removing the previous five-year restriction for these imports.

However, the decision does not mean that older vehicles can be imported without meeting other regulatory requirements. All imported vehicles must continue to comply with Pakistan’s import policy, including environmental and safety standards set by the Ministry of Industries and Production and the Engineering Development Board (EDB).

The removal of the age restriction is expected to provide greater flexibility to commercial vehicle importers and expand the range of used vehicles eligible for import. The ministry has also clarified that the decision is effective retrospectively from July 1, 2026, rather than from the date of the October 30 memorandum.
